The mission of the Open Forum

The development of an efficient and accountable public administration that adheres to the rule of law, provides quality services to the citizens and plays an active role in the developing of the country is one of the biggest challenges in the present reform process in Moldova. In the EU-Moldova Association Agreement of 2014 the Republic of Moldova has committed itself to such a reform while the European Union has promised to support it by intensive cooperation. The reform will focus in particular on the local and regional level, since despite all previous reforms and efforts, the towns and rural areas are facing serious challenges and suffering from migration. Public administration reform in Moldova means first of all the promotion of local and regional development. 

There has been an intensive debate on the reform for several years. The international partners have supported it. The debate mainly focuses on decentralisation and administrative-territorial reform, but regional development, improvement of public services, cooperation between local and central authorities, inter-communal and cross-border cooperation also are important topics. Foreign experts have been invited to Chişinău to report about the experiences in their countries. Elaborated studies have been prepared. Three international conferences on decentralisation (in 2011, 2015 and 2015) and an international conference on regional development (in 2014) have been held. Even a communication strategy for the decentralisation reform has been developed.

Despite the intensive debate, the results of the reform process are still unsatisfying. A National Strategy of Decentralisation was passed in 2012 but barely implemented so that in spring 2016 the Congress of Local Authorities from Moldova (CALM) asked rhetorically: "Finita la commediaAdiodescentralizare şi reforme reale!?". 

However, the discussion is going on. The Government has frequently reaffirmed its commitment to local public administration reform and decentralisation. Concerning regional development, a new National Strategy of Regional Development for the years 2016 - 2020 has been approved by the Government and is waiting for the decision of the Parliament. In the future the discussion will not only focus on the right substance of the reform but also on the reasons why the reform process has brought so little real change so far and how to overcome the problems.

Supported by the project "Modernization of local public services in the Republic of Moldova" implemented by the German Development Cooperation through GIZ, the Academy of Public Administration in Chişinău is organising the Open Forum on Local and Regional Development. The Academy is the most important institution for higher and professional education, including professional development, in the field of public administration in Moldova. Due to its close contacts with both, local and central authorities of public administration, it is the most suitable institution to bring their representatives and public servants together and to serve as a forum on local and regional development and the necessary reforms. Furthermore, it is the most suitable institution to provide for a constructive dialog between scholars and practitioners.

The Open Forum is a series of individual forums on current topics concerning the development of public administration on the local and regional level. It shall encourage open discourses, promote mutual understanding and serve as a platform for sharing experiences, best practices and insights on the challenges and opportunites the authorities are facing. Each forum will take 3.5 to 4.5 hours. All forums are held in the state language. All materials distributed in the forums will be available for free download at the individual forums' websites.

The Open Forum addresses to all representatives and staff of local and central public administration, the Regional Development Agencies and Councils, all Ministries and other concerned institutions of the Republic of Moldova. It also addresses to non-governmental organisations, researchers and lecturers who are active in the field, and to interested students and other citizens.
