LOCAL GOVERNMENT CONSOLIDATION: MECHANISMS AND TOOLS

ORGANIZED AT THE ACADEMY OF PUBLIC ADMINISTRATION ON DECEMBER 03-04, 2015

The International Scientific – Practical Conference Local government consolidation: mechanisms and tools” is organized within the “Institutional consolidation of the local government in the Republic of Moldova in the context of the European Union Association Agreement Implementation” Institutional Project, with the joint support of the “Developing competencies of the institutions in charge of regional development” International Project. The conference purpose is to emphasize the issues of local government activity and to identify organizational, institutional, economic and social resources for consolidating functional capacities of public administration and for regional development.

Various theoretical and practical issues are to be addressed during conference, such as:

* local government autonomy and decentralization,

* good governance dimensions,

* regional development,

* local economic development,

* human resources in local government,

* inter-community cooperation,

* public-private partnerships and community development,

* public services management.

Working languages of the conference: Romanian, Russian and English.

REGISTRATION OF THE PARTICIPANTS AND REQUIREMENTS CONCERNING CONFERENCE MATERIALS

Registration of participants consists of filling-in and sending of the registration form according to annex 1, not later than October 01, 2015.

Materials for publishing must be sent/handed in not later than October 15, 2015.

The paper should be typed (MS Word, Times New Roman) and presented on a CD-ROM, USB flash drive or by e-mail, together with a printed copy, signed by all the authors on the last page. Papers presented by master students should be also signed by their scientific coordinator.

Structure of the article:

- title (in capital letters);

- author’s last name and first name, degree and academic title, workplace (institution) and position;

- summary/ abstract (English or French): 5-8 lines, font-10 pt, 1,0 interval;

- text of the article: interval-1,5, font-14, fields: left-3,0; right-1,5; up, down- 2,5 (format A4-portrait);

References:

Figures, images and tables should be placed after the reference in the text, or on separate pages, while indicating their place in the text, if the author has no technical capacity to do it otherwise.

Electronic images should be of good quality, in JPEG format.

Numbers and legends should be placed under every graph or image.

Tables should have numbers and title. Duplication of the information in the text, tables and figures is not allowed.

References within the text should be between square brackets.

Bibliography should be written as follows:

a) Journals and articles: name(s) of the author(s), title of the article, title of the journal, accepted abbreviations, publication year, volume, number, first and last page;

b) Books: name(s) of the author(s), complete title, publisher, editing place, publication year, number of pages.

Mentions:

· it is necessary to delimit the summary from the text through some free rows;

· only papers with a volume up to 5 standard pages (up to 8750 signs without intervals) will be published.

Papers not related to the conference topic or submitted after the deadline will be rejected.

Appendix 3

PARTICIPATION FEE AND PUBLICATION CONDITIONS:

Participants must pay a participation fee.

The participation fee at the conference is 100 MDL, for foreign participants – 10 EUR.

The participation fee will be paid through a transfer or at the pay office of the Academy no later than October 15, 2015. The original receipt or a scanned and email-sent copy of it will serve as proof of paying the participation fee.

Participation fee will cover: the publication of the program and the conference materials, a folder with working materials, a certificate of participation, and the coffee break.

Travel, lodging, and food expenses will be covered by the participants.
