Juridical Sciences Chair was created within Public Administration Department in 1998. The first head of the chair was Maria Orlov, PhD in Law, associate professor. Subsequently the Chair was headed by Nicolae Romandaş, PhD in Law, university professor and Galina Pogonet, PhD in Law, associate professor. Currently, the head of the Chair is Silvia Goriuc, PhD, associate professor.


Juridical Sciences Chair is a basic didactic-scientific structural subdivision, which carries out planning, organizational, methodological and scientific activities in the field of law.

The Chair aims to train intelligent and gifted specialists, possessors of vast knowledge in the field of law, as well as skills in solving most complex social problems, by providing to them opportunities to accumulate the necessary amount of legal knowledge for their effective participation in the public administration process.

The organizational and functional activities of the Chair are carried out in accordance with the priority objectives of the Master Higher Education Department and of the Academy regarding the training of professional and research master degree students in the way and conditions established by the legislation of the Republic of Moldova, the Statute of the Academy and the Regulations of the Chair, the instructions and the decisions of the Senate, of the Rector and of the Director of the Master Higher Education Department. In order to ensure an efficient activity, the Chair collaborates with local and central public administration bodies, didactic and scientific divisions of the Academy and other institutions in the country and abroad. The Chair is autonomous what regards the organization of teaching and scientific processes, except for those that are of the Academy's competence.


Organizational objectives:

  • to design curricula and approve the professors' individual plans;
  • to updaten the programs and syllabi for general and specialized disciplines;
  • to provide the teaching process with highly professional teachers;
  • to provide the teaching process with technical means of instruction, audio-visual means and specialized literature;
  • to organize internships: to select the organizations and institutions, to sign contracts with their leaders, to select the internship advisers;
  • to guide and coordinate the students' activity;

Instructive-didactic objectives:

  • to plan and organize the implementation of the teaching process;
  • to develop basic and specialized lecture courses depending on the needs and the specifics of the students;
  • to adjust the curricula and the courses to the reality in the system of administration and the regulations in force;
  • to develop methodological-didactic materials, lecture courses, textbooks, methodological recommendations and to prepare them for publication;
  • to prepare new applied theoretical courses for the general and specialized disciplines at the request of the students;
  • to suggest topics for scientific research, year papers, master thesis and students' individual research;
  • to evaluate the methodical and didactic activities;

Research objectives:

  • to carry out research (independently or with other subdivisions of the Academy) on the topics included in the thematic plan of scientific research of the Academy;
  • to participate, at the request of the Parliament and the Government, in the drafting of normative and instructive acts, as well as concepts, programs and other important documents;
  • to participate with presentations in conferences, colloquia, symposia and other scientific forums, as well as disseminate the information in specialized journals and the republican mass media in the field of international relations and external policy;
  • to evaluate the scientific activity.

Directions of activity

  • to develop training courses, depending on the needs and specifics of the students;
  • to permanently adjust and update the programs in response to changes in the existing legislation;
  • to provide the educational process with highly qualified teachers;
  • to develop lecture courses, textbooks, methodological recommendations and prepare them for publication;
  • to conduct scientific research.
