Professional Development Department is a structural subdivision within the Academy of Public Administration whose mission is to plan, organize and implement the professional development training of the personnel from public administration bodies and other public and private institutions.

In order to fulfill its mission the Department carries out the following basic functions:

  • Participates in drafting normative acts in the field of professional development of public service personnel;
  • Develops strategic and conceptual objectives regarding the process of professional development training of personnel from the public service within the Academy;
  • Plans, organizes and implements professional development training of the personnel from public administration bodies, as well as from other public and private institutions;
  • Provides methodological and informational assistance in the field of professional development;
  • Represents the Academy in its relations with other organizations from the country and abroad in the field of its competences.

The Department is responsible for the organization and carrying out of the professional development process of the personnel in strict conformity with the provisions of the normative acts in the field, of the Regulations regarding personnel's professional development, the decisions of the Senate, the orders and dispositions of the rector; for the timely identification of existing problems and deficiencies in the field; for the formulation of solution proposals to overcome them, as well as submission in due time of information addressed to the President, State Chancellery, the Senate, the rector of the Academy.

Brief historical data

Initially, the on-going professional development training of public administration personnel was organized by the Instruction Department.

Later, in 1998, the Department for Continuous Professional development was created, within which the organizational and methodological basis for the professional development personnel from public administration bodies was developed and implemented.

Since 2003, the professional development of the personnel was organized and carried out by the three Departments of the Academy, while the monitoring and evaluation of the professional development process was conducted by the Monitoring, Evaluation and Control Division. In the period 2005 - 2010, the activity for the professional development of the personnel is carried out by Personnel's Professional Development Department.

Currently, the professional development of the personnel from both public and private institutions is carried out by Professional Development Department created by Presidential Decree No. 518 of August 26, 2010.
