Brief Historical Data

The need to create a specialized educational institution in the field of civil service emerged in the Republic of Moldova since the very first stage of the independence of the young Moldovan state in the new realities of strengthening democracy and establishing the rule of law. This institution was intended to meet the exigencies of the democratic process and the training of leaders and highly qualified specialists for the state apparatus and local self-government bodies.

In such circumstances, on 21 May 1993 by Presidential Decree no. 73, the Academy of Studies in the Field of Public Administration under the Government of Moldova was founded.

In the first academic year (1993-1994), 41 full-time students and 97 part-time students were enrolled on the recommendation of the respective public authorities. Initially, students could qualify in only one field, and namely Public Administration. The duration of studies was of 1 year for full-time students and 2 years for part-time students. The teaching staff included 11 full-time and 17 - part time teachers.1

Soon, a modern concept of education and a new institutional model regarding the training and the professional development of personnel in public service were adopted. Starting with the next academic year (1994-1995), the training of civil servants was already carried out in three specialties: public administration, public management and international relations. The duration of studies was also modified: 2 years for full-time and 3 years for part-time studies.

Since 1994, the Academy offers doctoral studies in three specialties: Theory and History of Public Administration, Organization and Management of State Institutions, and Local Public Administration. Tuition is also supported from the state budget.

2The next evolutionary stage began with the 1997-1998 academic year, when the Academy initiated university studies in Public Administration, which meant the theoretical and practical training of youth in the field, aiming at modeling their civic awareness and the cultivation of their managerial skills. This stage marked the beginning of training of a professional body of civil servants with special higher education.

A plenary and continuous process represents the strengthening of the teaching and scientific potential, as well as the managerial and administrative capacity of the Academy. Initially only nine professors possessing  PhD degrees and two doctors habilitat worked at the Academy, but by the end of the first decade of its activity, the staff consisted of about 70 teachers, including 25 PhDs, four doctors habilitat, and four university professors. Many first rank leaders of the central authorities personally contributed to the evolution of our academic institution, among whom are: Prime-vice rector Sergiu Roşca, Vice rectors3 Arcadie Barbăroşie, Aurel Sîmboteanu, Boris Negru, Corneliu Popovici, Oleg Balan; deans of the Departments/ heads of Departments Andrei Cantemir, Teodor Popescu, Claudia Crăciun, Nicolae Stefanov, Alexandru Burian, Oleg Buga; Chairs heads: Nicolae Romandaş, Maria Orlov, Svetlana Gorobievschi, Svetlana Cojocaru, Oleg Bulgaru, Nadejda Demian, Vlad Canţîr, and many others.

As a result of the development of the Academy and taking into account the experience of other democratic states, on 12 February 2003 by Presidential Decree, the institution changed its status, becoming the Academy of Public Administration under the President of the Republic of Moldova. According to its new statute, approved by Presidential Decree No. 1379-III of 18 July 2003, the institution has modernized its structure, its priority activity directions and objectives, has strengthened the teaching staff, which ensures its functionality at a high level.

In 2014, the Academy returns into the subordination of the Government of the Republic of Moldova and the new Statute of the institution was approved by the Government Decision no. 225 as of March 26, 2014.

So far, over 5,000 people have graduated higher, postgraduate and Master degree studies in the Academy of Public Administration. The number of public authorities officials, who have participated in professional training courses, is about 37 000.

4The Academy of Public Administration has become one of the most prestigious and most modern educational institutions in the country, an elite training center for training leading staff, of consolidating and promoting science and advanced experience in public administration. However, the Academy is in a continuous process of development. It permanently optimizes its structure, strengthens the teaching and managerial potential, sets goals for research and expands its activities by participating in various national and international projects.

Rectors of the Academy


Mihail PLATON was born on September 2, 1932 in the village Bulboaca (Anenii Noi), in a peasant's family. He graduated from the native village incomplete secondary school in 1948, the Teachers' Training School of Bender in 1952, Moldova State University in 1961 and the High Party School by the CC of the CPSU in 1971 (Moscow).

He started working as a teacher, and then he became school director in Straseni district (1952-1958). In the period 1958-1961, he worked as first secretary of the District Committee of Youth Leninist-Communist Union from Straseni and in the period 1961-1965 as instructor and komsomol organizer of the Central Committee of YLCU of Moldova. In 1965 he was transferred to party work in Floreşti, where he worked until 1967 as secretary and second secretary of the District Committee of the CPM. In the years 1967-1969 he worked as Chairman of Criuleni District Executive Committee and between 1971-1977 as first secretary of the CPM Ungheni District Committee. Between 1977-1985 he worked as head of the Department of Science and Educational Institutions of the CPM Central Committee and from 1985 till 1993 he worked as chairman of Chisinau Municipal Executive Committee of the Soviet of People's Deputies, as Vice Vice-President of the Council of Ministers of the Moldavian SSR, head of Department and Direction in the Government of the Republic of Moldova, and Vice-Minister of State of the Republic of Moldova.

PLATON Mihail was the initiator and founder of the Academy of Public Administration under the President of the Republic of Moldova. He was the first rector of this prestigious institution of higher education, he worked hard not only for a good training of the civil servants of the country, but also to develop the public administration science.

In the period 2004-2007, he had the position of presidential adviser on matters of culture, education and science and then he worked as Advisor to the Prime Minister, Secretary of the National Council of State Awards.

AAPMihail Platon held some high enough positions, he really worked hard, he "burned" in the fullest sense of the word, serving as example and mobilizing everyone around him to work with the same self sacrifice. His multilateral activity was appreciated according to merits. He was decorated with the orders of Lenin, " Red Flag of Work "," Friendship of Peoples ","Badge of Honor", "Order of the Republic", and other.

The American Institute of Biographical Data and the Scientific Research Council appointed him "Man of the Year 2001."

Throughout his life Mihail Platon labored continually on the altar of national science. He was conferred the degree of Doctor habilitat in economic sciences, university professor, member of the Moscow Academy of Pedagogical and Social Sciences. In 2010 he was conferred the honorary title of Doctor Honoris Causa of the Academy of Public Administration under the President of the Republic of Moldova. He is the author of over 100 publications in the field of public administration, including 12 textbooks and monographs, and a number of studies and essays. His works will continue to be studied by the future generations of attendees of the Academy and civil servants, as they are the foundation of the science of administration in our country.
