Quality Assurance Plan (QAP)


in the framework of the „Library Network Support Services: modernising libraries in Armenia, Moldova and Belarus through library staff development and reforming libraries [LNSS]” project.



1.      Strengthening and modernizing the Scientific Library by realizing the aim and objectives of the project „Library Network Support Services: modernising libraries in Armenia, Moldova and Belarus through library staff development and reforming libraries [LNSS]”.

2.      Improve the skills and abilities of library staff by developing innovative libraries as support for education and lifelong learning.

3.      Elaboration of a library development strategy focused on improving the quality and performance standards for the Scientific Library of the Academy of Public Administration and subsequently for the libraries in the Republic of Moldova.

4.      Improving the quality of library and higher education services, increasing their relevance to the labor market and society.

5.      Strengthen management, innovation capabilities and library accessibility through strategic planning and policy-making.

6.      Establishing and maintaining an Eastern Partnership Network for LNSS Project for the dissemination, sustainability and exploitation of project results both at institutional, national and Eastern Partnership regions for the exchange of knowledge, experience, training and expertise in region.



-          Implementation of English for Specific Purposes (libraries and library terminology) trainings for all target groups;

-          In-depth analysis of training and research needs, development of professional skills of librarians;

-          Implementation of the innovative LNSS curriculum that includes a host of relevant and modern modules for the development of library staff in line with the needs of the 21st century library and the needs of library staff training in the Information Age;

-          Develop and implement library research training programs to help users to identify, to locate, to evaluate effectively and ethically the use of information.

-          Introduction of innovative services in the library, in particular, on-line services.

-          Development of strategic initiatives focused on access to library collections and services for people with special needs;

-          Publication of the manual containing the results of the partner library's training materials in the project;

-          Updating the regulatory framework and library policies in line with international standards.
