
On October 26, the "Open Resources Day" was held at the Scientific Library of the Academy of Public Administration, an event that is part of the International Open Access Week (AD). The International Week of Open Access is held annually on a global level. This year, Open Access Week is in its tenth edition and takes place from October 24-30, with the theme "Open for Action" ("Open in Action"). On this occasion, the Scientific Library of the Academy carried out a program of activities, with the purpose of informing the academic and research community and promoting Open Access to information.
During the event, Nelly Țurcan, doctor habilitat, associate professor (docent), State University of Moldova, and Igor Cojocaru, doctor, director of the Institute of Information Society Development, presented communications on the promotion of the institutional repositories of the Republic of Moldova and the magazines from Moldova registered on open platforms.
The scholars referred to the need for the creation and development of institutional repositories, ie the creation of digital archives of the results of scientific research at educational institutions, so that teachers, PhD students, masters, students and all those interested should have free and free access to this information, being scientific publications, including articles in the journal "Public Administration" of our Academy, doctoral theses, etc.
In order to concentrate and systematize this information in 2010 - 2011, the National Bibliometric Instrument (IBN) was developed. Since 1 February 2016 IBN is registered on the WEBOMETRICS.info platform and occupies the 155th position in the world among portals / repositories. Currently, 27 universities from the Republic of Moldova are included in the international ranking. Among these institutions in our republic, the State University of Moldova ranks first, the Academy of Public Administration placed 15th. But in the general ranking, these educational institutions in Moldova are placed at a very large distance.
Estimating the benefits of free access to the results of scientific research for managers, researchers, doctoral students, masters, students and simple citizens, Nelly Țurcan and Igor Cojocaru emphasized the importance of clearing the barriers to scientific communication and increasing visibility in this communication. In their opinion, the information in the field accessible at the present time constitutes only "a tip of iceberg" of all the existing scientific works. However, stimulating this process of scientific communication is the basic goal of the International Open Access Week.
Currently, IBN, being the largest electronic library with open access to articles published in the scientific journals of the Republic of Moldova from 1993 to 2016, comprises over 100 magazines, 46,500 publications, 22,500 authors, 1,700 organizations and 60,000 users.
This year's theme urges stakeholders to take concrete steps to make their own work more available and open and to encourage others to do the same. Since posting the publications in an institutional repository, scientists will be supported to make their activity more accessible and visible. This year's International Open Access Week focuses on moving from discussion to viable action to open the scientific communication system.
The theme "Open for Action" will also identify researchers, librarians, students and others who have committed to support Open Access.
Present at the event, Mr Andrei GROZA, First Vice-Rector of the Academy, gave a high appreciation to the efforts of the scientists, as well as to the Scientific Library of the Academy for promoting open access to information.
